Obituary for Frances Parks-Rice

Frances Guadalupe Parks Rice, 73, of Topeka, Kan., passed away unexpectedly Friday, Feb. 25, 2022. She was born on Aug. 22, 1948, to Hattie Marie and Raymond Joseph Parks Sr. in Leavenworth, Kan.


Frances was preceded in death by her father Raymond, mother Hattie, three infant sisters Margaret, Marie, and Darlena who were all called home at a young age, a sister Charlena Childress, and one brother Raymond Parks Jr.


Frances grew up attending Leavenworth schools and received an Associate Degree in Business. Frances worked diligently throughout her life having worked more than 20 years in banking until she transitioned to the Kansas Department of Health and Environment where she worked in Finance until retirement in 2020.


She is survived by her daughter Sergeant First Class Cassandra Ane’ Douglas (Retired), son Cleo Harold Rice Jr, sister Brenda Clayter (Marvin); sister-in-law Gwendolyn Parks; six grandchildren and 10 great-grandchildren, along with a host of nieces, nephews, and other relatives and close friends.

Frances spent her entire life dedicated to the support of the VFW Women’s Auxiliary and the VFW where she served in various roles within her Post, however, most notably she served as the Kansas State President for the VFW Women’s Auxiliary.


Frances surrounded herself with many beloved close friends throughout her life whom she loved as her family. She would always bend over backwards for any and everyone who needed her. She was one of a kind, a PHENOMENAL WOMAN, and will be greatly missed.

Visitation will be from 2 to 4 p.m. Sunday, March 6, 2022, at the R.L. Leintz Funeral Home. Inurnment will be at a latter date.
